Torres scored nine goals and made 10 assists in his debut year at the club after joining Penarol on a four-year deal in January for around £7.75m.
It is currently unclear whether Arsenal will go ahead with the move after initial talks, but negotiations will begin soon.
While Arsenal added depth in several areas of the pitch over the summer, the club are keen to add more wide players to their ranks, with Reiss Nelson replacing Saka against Nottingham Forest on Sunday when the English was injured.
Nelson scored twice in the game, but it was his first appearance of the season and it is unclear whether he is in Arteta’s long-term plans.

Although Torres played and scored against Arsenal in pre-season, Toni Lima, a scout at the club appointed in 2021, is believed to have sparked interest from north London after identifying the winger.
Lima specializes in South American talent and is credited with being one of the first to spot Neymar and Philippe Coutinho during their playing days in Brazil.
Arsenal have also been linked with Wolves’ Pedro Neto and Shakhtar Donetsk’s Mykhaylo Mudryk, but Torres is believed to be at the top of their target list, with a full-back looking increasingly likely to arrive in January.
